Policy Observatory: Advancements on searching and identifying semantic information among textual and graph data

As part of our project’s commitment to fostering behavioral change towards climate resilience, NEUROCLIMA introduces the Policy Observatory, an innovative component that leverages advanced AI-driven techniques to enhance policy analysis, decision-making, and public engagement.

The Policy Observatory component is designed to process vast amounts of textual data, amongst others, including research papers, news sources, EU policies, and scientific datasets. By employing state-of-the-art clustering, title generation, summarization, and keyword/keyphrase extraction methodologies, the observatory provides insights into the evolving landscape of climate policies and their societal impacts.

One of the core objectives of this initiative is to identify emerging trends, key policy discussions, and influential research in the domain of climate resilience. Through automated clustering, the system groups related information, making it easier to detect patterns across diverse sources. By extracting key phrases and generating relevant titles, the observatory enhances the accessibility of complex data, ensuring that policymakers, researchers, and the public can quickly grasp essential insights.

Integral part of the Policy Observatory component is a hybrid and knowledge graph (KG) search engine designed to facilitate efficient and semantic information retrieval across textual and structured data. The hybrid approach integrates traditional full-text search mechanisms with semantic and graph-based search capabilities, ensuring that users can access highly relevant results based on contextual relationships between data points.

The enriched entities within the knowledge graph allow users to explore in depth interconnections between various climate resilience strategies and their policy frameworks. This approach provides a more nuanced and intelligent search experience, helping users navigate the vast landscape of climate-related policies and scientific insights with greater precision.

By integrating information from diverse sources, the Policy Observatory component plays a crucial role in bridging the gap between scientific knowledge, policy development, and public engagement. This initiative supports evidence-based decision-making, enabling governments, institutions, and organizations to create more effective climate policies.

Additionally, by making data more transparent and accessible, the observatory emphasises on awareness and behavioral change, empowering communities to participate in climate resilience efforts actively. This will be initiated through a range of 2 distinct pilot cases, addressing various end-users amongst 4 comprehensive use cases.

As climate challenges continue to evolve, the ability to search, analyze, and respond to policy changes in real-time becomes increasingly critical. With the Policy Observatory component, we take a significant step toward ensuring that climate-related knowledge is not only comprehensive and actionable but also readily available to those who need it most.
